Lance I have struggled with this problem and think I found the answer. In Word spell check stays in English no matter what I set the defualt language to. I copied down the details and then deleted the keys, started up Outlook and Presto - Outlook started spelling again. I did not have a Override directory under Proofing Tools1.0, so I deleted the entire folder (or in my case, renamed) and it also fixed the issue.
